What if none of the above wins

Show there is. Voting NONE shows that there is political opinion that is not currently represented by the parties, and that there really is support for different candidates, different policies and potentially different politics. See The 'Unheard Third'. It's a scandal. But because non-voters are invisible, the scandal is invisible. Next time, make the scandal visible. Like all votes in a democracy, there need to be large numbers. So encourage others too. Without the option to vote NONE, an election only allows voters to say 'yes' to what is on offer.

It's why many people are silent. Yet these frustrated voters may be onto something more substantive than they realize — an actual solution to the problem. In Nevada, the next closest vote-getter is declared the winner. But what if such a result actually required a new election? Think about this: If both political parties knew their candidates might be so damaged by nasty ads that neither could win, they might be more hesitant to sink to such depths.

Voters tend to opt for NOTA in order to express their dissatisfaction with the options available. Disillusioned voters are given a valid means of having their voice heard. If NOTA receives a significant proportion of the votes — or more extreme yet, wins outright — public officials will be forced to take note.

Should this option receive the most votes, the nominations will be reopened. This would result in many seats in Parliament and assemblies going vacant and make it difficult for constitution of Houses. Guruswamy said rejection of all candidates would make political parties select those with clean track records and this would go a long way in preventing criminalisation of politics.
